This is a copy of upstream PR bitcoin-core/secp256k1#964. Will perhaps speed up consensus on the upstream PR if we can demonstrate usefulness here. Also, there are a number of users of the musig module already despite it still being very much a work in progress. With a release process we can help everyone updating their calling code.
