Adds the RsuStatusMonitor as a separate module of topics that can be added for the new RsuStatusMonitor service. An environment variable has been added to include these topics or not on deployment.

Includes:

  • Stream topic 'topic.RmNearestNeighborUnresponsiveEvent' added to be used for alerting the latest nearest neighbor unresponsive events.
  • Compact topic 'topic.RmIntersectionStatusRecords' added to be used for a global KTable to track latest intersection ID communications.
