Version will be managed by Github release tags.
Change name for consistency with playbooks repository.
Versioning is now user provided. In CI environment, version will come from git tag name and be the same for all three packages.

Adds Github action to build RPM packages for frontend, ADiCT server and NEMEA modules when new version tag is published.
