This PR updates the CMEPs and CICE submodules on the cm3 branch to the latest CM3-specific versions:

These updates are temporary, and each component will shortly be updated to the versions from #250

Checks suggest that Configure Cmake crashed with an illegal instruction which is impressively broken. Is this expected to work?

Error happens when using the current cm3 branch with no changes: #271

The changes here update the submodules to the versions that are picked up when following the dev-coupling build instructions, which work when building locally.

Most of the CMake files in the main branch have changed since the cm3 branch split off. I wonder if these differences are why the CI is failing? When updating to the latest versions, the CMake files will also be updated.

Looks good, very strange CI failures though! @blimlim I think you're right, and we worry about them once everything is updated. Probably the way om3 is built has changed quite a bit since these branches diverged.
