Create temp directory for generated test files

Description

If you run the tests executable from a directory other than the build directory a bunch of untracked .tga files get written out. To avoid this I added a CESIUM_NATIVE_TEMP_DIR define in CMake and updated the test code to use that instead of std::filesystem::current_path().
