DRAFT: Initial updates for BDB 1.14

This is one big PR for updating SSS to BDB 1.14.

I tried to keep everything as it was, and changing part names when they are being deprecated from BDB 1.14.

• Split the gigantic Bluedog_DB file into many smaller files, roughly bunched by family/BDB folder structure. This does not include changing the tech nodes of any parts; this is merely a restructuring.
  • This is the BARE MINIMUM for this branch to be merged in. It can be merged when this is done.
• Little Joe 2 parts have proper tech node assignments. They are placed on the same tier as the Apollo capsule.
• There are 4 engine upgrades for the Atlas D, E/F, and SLV3/G/H/I/1, and 2 variants. I've bunched the DEF and SLV3/GHI/12 upgrades together in pairs.
• The RD-180, and its 1.875m mount 1 tier earlier to get Atlas III earlier.
• Placeholder positions for new parts. These will be documented in Reorganize BDB parts for more historical progression #88.

This should fix #56, fix #81, temp fix #85, temp fix #87.
