Windows tests aren't necessary, but also don't harm

In favor of sticking to the YAGNI principle I'm going to remove it. No love for good old windows :'(

Adds missing github CI workflow, CODEOWNERS . Updates README file with the new development section and replaces old rpc token with the one found in spark-checker.
