CLI ignores OAuth client flags when a local API key is configured(AST-127635)

Description

This changes is done to fix the issue when a user has configured CLI with APIkey and provides Client ID and Client Secret from the command line he expects the CLI to use the provided credentials and not the configured one and vice-versa.
