Right now, we specify exactly what Ruff rules to enable. We have an ignore list, but it acts as a refinement to the select list.
Instead, what we could do is only specify ignores. This would mean when new ruff updates come in, we start automatically applying new rules which may mean some new ignores or code changes on dependabot PRs, but which will keep us much closer to the cutting edge of linting.
