Update Fedora versions in build workflow

Update fedora to 41 and 42

Looks like the default python for fedora is now 3.13 so need to get that merged in first - this is also true for latest Debian Trixie

It seems that the base fedora image no longer comes with python directly, so it was added to where we install git
