So, we have restricted and illegal spells now, which is nifty. The instructions for yeeting what is effectively an incendiary grenade from your fingertips should probably not be found in the local bookshop of any city that doesn't want to suffer a preponderance of mystically-generated arson events. Very commonsense, such verisimilitude, so far so good.

But wands still exist. 50 round capacity 1 second cast semiautomatic precision-targeting weapons chambered in Universal Magic Ammunition and measuring approximately the volume of A Stick can just be found in cabins in the middle of the woods. No locks, no wand cabinets, no nothin'.

This isn't too bad for a Wand of Magic Missile (since that's basically just a .22 with perfect auto-aim and zero overpenetration, and thus technically safer than a firearm could ever be), but Fireball is the sort of thing that clears whole streets of zombies (and thus would do roughly the same to living people, which is the sort of social concern that prompts legal restriction).

I think that multishot AoE weapons are unlikely to be legally found in civilian settings, and probably shouldn't be routinely found in such settings. The ones I notice most often are the wizard cabins, where a Wand of Fireball seems decidedly out of place to my delicate bushfire-fearing sensibilities (though I don't know enough about New England's take on spontaneous balls of fire in forested areas to speculate further).

I think the easiest option is to replace the Wand of Fireball in the magic_shop_wands and guns_pistol_common itemgroups with something a bit more tailored to civilian purchasers, like a Wand of Point Flare or Ice Spike- things useful in civilian applications (hunting, magic training, Demon Spider population control, presumably personal defence) but not likely to get whole rooms of people killed. So far as I can tell (and I do not at all feel confident in my understanding of the nested hell-loops of the item group listings, so take this with a block of salt) this is the culprit for most of the wand drops I find conspicuously lethal.

It might also be nice to beef up the magic_shop_wands itemgroup with a few utility wands to represent other kinds of things an aspiring wizard might want on a wand (I would definitely buy a Wand of Floating Disk if I had an exorbitant amount of money- imagine a portable shopping trolley without sticky wheels)- but that's secondary to the core problem of being able to very easily find essentially the best Kelvinist spell just lying around in stick form for anyone to break in and take.

Anyway. That's just my take on possible solutions. I am not an expert. Sorry for the waffling.

Leaving it alone and continuing to pick up Mithrilkor Magic Grenade Launchers at every third wizarding vacation spot in New England.
