Describe the bug
In a recent run in Innawoods I realized that clay oil lamps are not using fuel when being lit. The only way I noticed them losing fuel was when turning them on or when using them to start a fire.

Steps to reproduce
- Create a world with Innawoods
- Create a random character
- Use the debug menu to spawn an oil lamp, a torch, and a matchbook
- Turn on the torch and wait 1800 ticks. The torch should have burnt out.
- Turn on the oil lamp and wait 1800 ticks. If it still is at 249/250, the bug is reproduced.
Expected behavior
There is constant fuel use when the lamp is lit.
