I think this should be enforced in the compat if for whatever reasons, the package manager tries to use one of these versions of the GPUCompiler.

Remove GPUCompiler from direct dependencies.
It looks like the latests GPUCompiler release fixed our issue. I ran coupler climaearth ci with 1.8.2 here
