Update all Climate REF components to the latest release (v0.12.3). Key changes include new ESMValTool ozone diagnostics, CMIP7 support, improved conda error logging, and ZEC diagnostic fixes.
Align with climate-ref's smoke test by specifying --diagnostic flags for global-mean-timeseries, annual-cycle, and gpp-wecann instead of letting the solver pick arbitrary (potentially slow) diagnostics.
Use the tagged v0.2.0 release of climate-ref-frontend instead of tracking the mutable main tag.
