Will resolve #129

Just opening this as a draft, so we can continue work in the open.

Checklist:

  • Create new branch
  • Move existing code to subdirectory (dmn-library)
  • Merge Michael's codebase as-is into new branch
  • Resolve project name difference ("benefit" vs. "benefits")
  • Update README @earth-walker
    • Start w/ orig. README and add in new info about the web-app
    • Move orig. README back to the root of the project
  • Setup new Firebase projects (dev and prod)
    • Add users and permissions
    • staging env too?
    • Use the Local Emulator Suite in addition to (or instead of?) dev project?
  • Redeploy legacy screeners in new Firebase projects? (or decide this isn't worth it)
    • use phillypropertytaxrelief.org domain
  • Redeploy web-app in new Firebase projects
  • What else? (add more checklist items as we identify things to do)

WIP add devbox config back to root of project.

Thinking we can use devbox to help developers setup dependencies for all of the apps/apis in the project...

of course there is also the ./idx/dev.nix file for Firebase Studio which does something similar...

Eventually I guess we could just pick one and really flesh it out.
