Fixes the metadata collectors that were previous broken due to the restructuring away from
FeatureLayeruse in the data services for the pipeline. The decorator is updated to work with the inputGeoDataFramesand metadata is written to global object, which is later written into a csv file in thestorage/tempdirectory.Pipeline runs in full with this change, and you can see the metadata accumulating with each service called. Tests along with linting and formatting all pass.
