This PR adds detailed inline comments to Cargo.toml to make it easier to understand the purpose of each section, dependency, and feature. The comments explain which Rockchip chip families are supported, why certain dependencies are used, and how the docs.rs build is configured.
This change does not affect functionality — it only improves readability and maintainability for contributors.
