Summary

Added Write Tests critical rule (Bump eslint-plugin-jest from 25.3.2 to 27.2.1 #8)
Added Run Validation before commits critical rule (Bump @types/node from 18.11.0 to 18.15.8 #9)
Renumbered existing rules (Support VSSDK Nuget Package for tooling #10, Bump @types/node from 18.11.0 to 18.15.10 #11)
