This PR fixes an issue where opening or building the solution results in an error "Error occurred while getting package vulnerability data"

Looks good, though this should let folks build Labs, folks will still have issues with consuming the labs packages from their own app from the feed until we sort that out with the Foundation, so don't think we can claim to close the issue yet?

We'll need to merge it to unblock CI for any other PR. Let's keep investigating what happened to the devops feed, and close this for now.
