Updates the CLI reference portion of the Readme


Note

Updates README CLI usage to add config command, document new flags (external resources, OTEL, sync), and adjust defaults.

  • README CLI reference:
    • Commands: Add config command.
    • Flags:
      • New: --external-resource-c1z, --external-resource-entitlement-id-filter, --otel-collector-endpoint, --sync-permissions, --sync-resources, --log-level-debug-expires-at.
      • Default change: --log-format default updated from json to console.
