Top-level updatedAt not bumped with new token

The list-level updatedAt field remains "2026-02-12" even though this commit adds the PUPI token (with its own updatedAt of "2026-02-16") and bumps the version to 76. The top-level updatedAt metadata is now inconsistent with the actual last-modified date of the list, which could mislead consumers that check this field for cache invalidation or freshness.
