Limit permissions to read. Removed stale workflow since the benefit is marginal.
I was on the fence about removing
.github/workflows/mark-issues-as-stale.ymlas part of #60 since traffic on this repo is low.So rather than giving it write permissions here to make it work, I've removed it.
