Remove library evolution

Description

I was a bit hasty when initially introducing this setting, wrongly thinking that we'll also distribute this library as a binary artefact.

Note

Removes the BUILD_LIBRARY_FOR_DISTRIBUTION define from the SwiftUIDebugScan target’s swiftSettings in Package.swift.
