fix: configure localization to only apply to tournament_play content
- Restricts localization to tournament_play content only
- Keeps other sections in English
- Updates sidebar labels to indicate English-only sections
- Fixes routing paths for non-localized content
explicitly maintains the Localizartion for Playing Tournaments and removes for everything else
I am still getting some minor erros during the ESLint check
