fix: User rights for custom dashboards

Problem:

• Users who do not have access to application X or feature X can see widgets belonging to these applications or features

Solution:

• User rights are checked during widget display stage

Custom dashboards permission is seperate set of permission.
If someone gives access to custom dashboards - it means you are given access to view that data
