Add sfx command w/ sfx spam delay as well and gm/cm/mod bypass
sfx command also respects broadcast rules
This command uses the Music Change (MC) packet at layer 3 (max music layer on AO client). This layer also uses the SFX slider not unlike how ambience is set up on layer 1.
