This PR adds commands for minting store coins and managing their collateral
initcommand now mints a store singleton and uses its launcher ID as the store id rather than a generated IDstore collateralcommand has been added for creating and reclaiming store collateral using $DIG tokensstore infocommand has been updated to show whether or not a store is collateralized, and the amount of $DIG collateralSome preexisting CI and test issues have been addressed, but full remediation should be its own PR
