DIRAC v6r22p15

New DIRAC Environment Variable

To avoid creating denial of service attacks on grid Storage Elements the GRIDFTP SESSION_REUSE, which was enabled in v6r22p5, was disabled again. On server machines, and maybe also for client installations outside of jobs, this should be enabled by exporting the environment variable DIRAC_GFAL_GRIDFTP_SESSION_REUSE=True in the bashrc file.
