Add RecurrentPPO support

Experiments for Stable-Baselines-Team/stable-baselines3-contrib#53

TODO:

• Fix video rendering (should be done)
• upload models to huggingface hub and update benchmark file (will be done in a separate PR)

Motivation and Context
