Fix linters and actions

Problem

Various linters and actions were failing, such as, pa11y-scan, codeQL, and run-linting-checks Tier 3 checks.

Solution

• Change pa11y to pa11yci, the mismatch within package.json did not allow the action to run properly.
• Add aria labels for missing accessibility checks
• Change repo CodeQL setting to custom so that jobs. GitHub has an automated job set and the the two CodeQL jobs were overriding one another.
• Add any missing fields for a Tier 3 repo, to ensure run-linting-checks passed
