Action: Add outputs

Problem

Currently, the action is missing output variables. We'd like to add them in case the user would like to use them for subsequent steps in their workflow file.

Solution

Added the following variables to the workflow file:

• archival_checklist_issue_number
• archival_checklist_issue_url
• metadata_update_pull_request_url
• readme_pull_request_number
• readme_pull_request_url

Added a final step in actions.yml providing a summary of the action results
Updated docs with list of outputs

Result

Users have output variables which they can use for subsequent steps in their workflow file. Summary log looks like this:
