register_posyandu_combined_stg lost the "register_posyandu" and "parent"
tags in the pemerintah rewrite. Its downstream models
(register_posyandu_combined_int, parent_name_fct) both carry those tags,
so a `dbt run --select tag:parent` would have skipped the parent and run
stale children. Git merges the change without conflict, so it would not
have surfaced at merge time.
Also removes the second, redundant {{ config() }} block in
score_monitoring_posyandu.
