What does this PR do?

Forward container images from the core agent to system-probe through remote workload meta
Introduce a remote SBOM collector so that the core agent can receive enriched SBOM from system-probe
Keep track of package last access and use it to enrich SBOM with a LastSeenRunning, HasSetSuidBit and RunningAsRoot.
Compute internal policies for SBOM computed by system-probe

Motivation

This allow prioritization of vulnerabilities based on their actual usage.

Its configuration does not mark it "erratic".
