puppetserver_gem provider is still needed to install automatically the dogapi gem on the master (unless manage_dogapi_gem is set to false)

What does this PR do?
puppetserver_gemwas removed in the v4.0.0 release. This PR cleans up residual references to it as a gem provider.Motivation
