I've added the SSM parameter to dev and prod accounts.
The dev account contains actual IP addresses and the prod account contains an empty string (it's never going to be used as we don't auth the prod account).
I've also tested that the values in the IP parameter actually work in real conditions, after I did a temp deploy to dev. The site worked as expected for allow list IPs and non-allow list (e.g we get basic auth as expected)
