Updated the tombstone banner location for all but type Other, and updated the text of the tombstone banner.

Summary of Changes:

Updated the location of the tombstone banner for all but type Other
Updated the text of the tombstone banner and also included a link to DesignSafe Policy document.

Testing Steps:

1. Make sure you have tombstoned publications locally. If not, then you can pull a prod db backup and import that, or you can manually set tombstones on your local publications.
2. Example publications with tombstones: PRJ-4151 (type Experimental), PRJ-3908 (type Other)
