task/WP-1204: Improve performance of Tapis client init by explicitly passing tenant ID

Overview:

• Pass tenant_id explicitly when init'ing a Tapis client so that Tapipy doesn't need to make network calls. Port of Task/WP-1204: fix some issues seen under higher loads TACC/Core-Portal#1243
• Port change to upload code (approved in CEP) to prevent uploaded files from being read into memory (this is the server side fix, we can eventually adopt the client-side fix that calls Tapis directly)
