This release PR makes the following additions and improvements to stormhub:

• Cleans up parallel processing handling
• Adds ability to create dss files for each storm item which contains meteorological data
• Adds a devcontainer and env.yaml for reproducible environment setup to effectively run stormhub
• Adds ability to create normalized precip grid from top annual storms
