Bugfix/fix norm precip process

This PR makes the following changes to stormhub:

• Corrects the normalized precipitation grid creation process.
• Adds ability to create Snow Water Equivalent (SWE) data for gage collection.
• Adds ability to find calibration events from gage collection.
• Updates max precip point geojson to only select points within transposed watershed.
• Adds ability to convert stac catalog/collection to parquet.
