Add logging framework and Tracer

• Merge Update transport model creation for new class structure #223 first

Instructions to test:

• Check out this branch
• Run the Sim launch config
• Change src/fastcs/demo/controller.yaml to make the PV prefix unique
• Run the FastCS launch config
• Run dbpf("DEMO:RampRate", "2") to see PV put logging
• Check the docstrings of logger and Tracer for guidance on to enable tracing how try this in the REPL
  • If they are not sufficient then they need improving
