Metadata Query Param Persistence

resolves #322

• Updated the setting of Query Parameters to persist the DIVEMetadataRootId so any configurations that change the query parameters don't overwrite the DIVEMetadataRootId
• With the Data Browser I updated it so that any time it is in the same folder it will inject the DIVEMetadataRootId but if you jump out of the base folder it will remove the query parameters.
