We should have the software testing institute and this isn't stuff that Portugal does for itself we can sell this, these are billion dollar markets that exist today that we should be key players on it.

We should have basically measure, visualize the side effects of code, we need to focus on quality services.

We can adopt testing as a way to leapfrog these things, testings to allow to measure this, and allow to create an assurance world which is where we are going next.
