Added a Settings parameter to the TaskbarWinHelper constructor and introduced a method to invalidate the cache.

多数情况下可能普通用户并不需要这个功能，你可以决定是否有必要添加该功能，哈哈，我也是个人需求，随手提交的。 在用户修改了任务栏高度的情况下才有这个需求，我用的
