build: bump all dependencies

Bump all dependencies to the newest/last supported version on python 3.9.
Additionally, looptime and pytest-asyncio DO have bumps, but they also had breaking changes between releases.
It would be nice to get the libcst bump in so we can stop building wheels locally when the environment is python 3.12 or 3.13, but not pushing it.
