Remove lefthook and commitlint

What is this PR about?

• Uninstalls lefthook. All the commands are commented out, so the hook is running on each commit but doing nothing. It was originally disabled in this commit.
• Uninstalls @commitlint/cli and @commitlint/config-conventional. These packages aren't triggered anywhere because they are commented out in the lefthook config.

lint-staged is already running in this repo to trigger biome, so the disabled pre-commit hook in the lefthook config is redundant anyways.

If you'd prefer to re-enable commitlint, I can update the PR to re-enable the hooks.
