- patched the USB polling mechanism under Windows (currently does not support hot plugging) - fixed the CMakeLists.txt MinGW support - added the CLion-specific git ignores

I've reverse engineered the USB descriptor handling under Windows. Currently, it does not support hot plugging, though it probably will not take a lot of effort to implement if there's any demand for it.
