DYN-8203: Add a button to copy compatibility info from previous version

Purpose

This PR addresses DYN-8203

Currently, PackageManagerWizard only receives the current/cached version’s compatibility matrix via PublishPackageViewModel.CompatibilityMatrix and it is not provided with compatibility matrices for prior versions. This change updates the Dynamo side to include the package’s full versions list (including compatibility_matrix per version) in the same update message sent to the wizard and the website UI. This allows the “Copy from” workflow to use compatibility info from any published version.
