Pull request overview
This PR upgrades the performance test framework from .NET 8.0 to .NET 10.0 to fix failures in nightly performance test pipelines. The change updates the runtime configuration used by BenchmarkDotNet to target the newer .NET version.

Purpose
In an earlier PR we fixed running nightly performance tests pipeline, in this PR we fix the error that failed those tests or atleast gave us incomplete results, running this locally fixed the tests with net10 upgrade.
