Refactors schedule_stats context switch statistics to measure swap-outs instead of swap-ins. This is needed to identify the reason at the swap-out point for the forthcoming switch reason diagnostics and switch histogram per thread features. Updates the unit tests. Tested at higher verbosity on threadsig as well. Issue: #7756, #7759
