LP offset now communicated to IPX, and used in primal and dual objective calculations. Would only affect performance if offset were vast and lead to primal-dual objective difference being compromised.
Also, if there is a valid basis, presolve isn't skipped unless
solveris "simplex" or "choose" (when simplex will always be chosen.Closes #2087
